Urban Smart Parking

Definition and Technical Concept

Urban smart parking is an integrated turnkey solution that leverages next-generation information technologies, including the Internet of Things (IoT), cloud computing, big data, artificial intelligence (AI), and BeiDou satellite positioning, to deliver real-time monitoring, centralised management, and intelligent allocation of urban parking bays. At its core, it consolidates fragmented, standalone car parks and on-street kerbside parking into a single, unified digital resource pool, realising seamless connectivity and resource sharing across a single consolidated network. Ultimately, smart parking aims to help motorists locate available parking bays faster, minimise aimless cruising, and optimise the overall efficiency and management of municipal parking infrastructure.

System Architecture and Core Technologies

Urban smart parking systems typically adopt a four-tier architecture: "Sensing, Transmission, Platform, and Application". At the sensing layer, front-end hardware installed along kerbsides or inside car parks collects parking bay availability and vehicle data. Mainstream solutions include geomagnetic sensors (which detect shifts in magnetic fields to determine bay occupancy, offering low power consumption and a 3- to 5-year operating lifespan), high-mounted video cameras and camera bollards (which capture vehicle registration number plates to handle vehicle identification and log parking duration), as well as dedicated patrol vehicles fitted with centimetre-level BeiDou positioning and AI vision cameras (capable of rapidly scanning hundreds of parking bays and automatically matching number plates with specific bay numbers). The transmission layer utilises wireless connectivity such as NB-IoT, LoRa, and 4G/5G networks to relay field data to cloud servers. The platform layer pools city-wide parking metrics, running big data analytics and AI algorithms to output actionable insights, including bay occupancy, turnover rates, and revenue figures. Finally, the application layer equips motorists with real-time bay search, reservations, navigation, and ticketless automated payments, while providing municipal operators with visual oversight and traffic management tools.

Core Functions and Service Scenarios

Urban smart parking provides comprehensive functionality for both motorists and facility managers. For drivers, it enables parking bay search and reservations—motorists can check vacant bays around their destination and reserve them ahead of time via smartphone apps or mini-programs; parking guidance and navigation—the system maps out the quickest route straight to an empty bay; frictionless automated payment—vehicles are automatically identified, billed, and charged upon exit without stopping to tap cards or scan QR codes, slashing average exit turnaround times from 26 seconds to just 2 seconds; and "find my car" vehicle locator—allowing drivers to instantly locate their parked vehicle in massive multi-storey or basement car parks simply by keying in their registration number plate. For operators, the platform captures live data on traffic flow, payment records, and bay turnover rates, delivering crucial operational insights to streamline traffic and improve bay allocation.

Industry Landscape and Case Studies

Urban smart parking deployments are gaining rapid traction across various municipalities. In Baoding, a city-wide smart parking regulatory and service platform currently manages more than 50,000 parking bays across 401 car parks. Among these, 17,606 bays across 128 commercial car parks provide real-time occupancy updates, and 169 facilities have rolled out frictionless automated exits. This platform integrates downtown static parking assets into a single comprehensive grid, establishing a unified management and digital public service model. Meanwhile, Tianmen in Hubei has deployed the "Kunlun Mirror" spatiotemporal operating system, pairing BeiDou high-precision positioning with AI visual recognition to allow patrol vehicles to audit and update registration plates and bay numbers across hundreds of bays within minutes.

On the regulatory and standardisation front, the national standard GB/T 42442.3-2023 ("Smart city - Smart parking - Part 3: Platform technical requirements") officially came into effect in April 2024. It outlines technical specifications for the overarching system architecture, data layer, and application services to foster seamless data sharing and interoperability across smart parking platforms. Furthermore, the forthcoming "Data Requirements for Smart Parking" standard has been submitted for final approval, designed to work alongside existing guidelines to drive the structured growth of the urban smart parking sector.

Technical Limitations

The reliability and user experience of urban smart parking platforms remain heavily dependent on sensor coverage density, algorithm accuracy, and telecommunication network stability. In areas with sparse hardware deployment or patchy network reception, data accuracy can drop noticeably. Furthermore, operating standards across private and public car parks remain fragmented, hindering a seamless, unified parking experience across different precincts. Large-scale municipal rollouts also face commercial hurdles, primarily driven by substantial upfront capital expenditure for hardware installation and the technical complexities of retrofitting legacy car parks.
