New energy vehicle (NEV) parking discounts refer to parking fee reduction and waiver incentives introduced by local authorities to promote the adoption of NEVs, applicable to vehicles bearing dedicated green number plates. As an essential part of usage-side NEV incentives alongside road tax/excise duty exemptions and exemptions from road-space rationing schemes, this policy aims to reduce total cost of ownership for NEV drivers. The scale of discounts varies widely by region—ranging from free parking during charging sessions and fixed-duration free parking to percentage-based rebates—and generally applies only to car parks governed by statutory or government-guided fee structures.
The regulatory basis for NEV parking incentives stems from local parking tariff frameworks formulated in alignment with national NEV development roadmaps. The policy typically covers parking facilities operating under government-regulated or government-guided tariffs. These include dedicated car parks at public hospitals, schools, and sports complexes, parking facilities at airports, ferry terminals, and integrated transport hubs, as well as municipal multi-storey/open car parks and on-street gazetted parking bays. For privately operated commercial car parks (such as those at shopping malls and office towers) where rates are market-driven, authorities generally encourage rather than mandate the adoption of these incentives.
In terms of vehicle eligibility, authorities identify qualifying vehicles by the official green number plates issued by traffic police departments. However, some municipal councils have introduced specific exclusions based on vehicle usage category; for instance, Quanzhou explicitly excludes commercial passenger vehicles, including conventional metered taxis and e-hailing vehicles, from enjoying these parking perks.
Across different jurisdictions, NEV parking incentives are structured around three primary models:
Free parking during charging is the most widespread model. Local policies commonly exempt NEVs from parking charges while hooked up to an EV charger. In Zengcheng District, Guangzhou, NEVs charging at dedicated EV charging bays are entitled to up to 1 hour of complimentary parking for their initial session. Ji'an offers 2 hours of free parking for charging users, while the Changbai Mountain Protection and Development Zone has extended free parking during charging across all government-regulated car parks within its jurisdiction.
Fixed-duration free parking is the most common approach, with specific quotas varying by city. Quanzhou grants 2 hours of free parking for the first session within any 24-hour window; urban Yichang provides up to 2 hours of free parking in government-regulated car parks; Huadian offers 1 hour of free parking daily (limited to one entry); while Suining offers more generous perks, waiving the first 4 hours daily at government-regulated car parks and the first 2 hours at on-street parking bays.
Percentage-based discounts are also widely implemented. Huizhou mandates that municipal government-regulated car parks bill NEVs at 90% of standard parking fees, while Guizhou requires government-regulated public car parks to offer NEVs at least a 15% discount.
Beyond public sector incentives, several automotive brands have integrated parking perks into their proprietary DC fast-charging and AC charging networks. ZEEKR, for example, reported that as of May 2025, 94% of its brand-operated charging hubs across 179 cities provide parking fee waivers or subsidies. However, because OEM-supported parking perks may vary by location, owners are advised to verify local terms via the respective charging apps prior to use.
Regulatory guidelines require parking operators to clearly display incentive policies on signboards and automate fee waivers via smart parking management systems. When utilising these incentives, motorists should keep the following in mind:
Active validation is often mandatory. The Transport Bureau of Shenzhen Municipality notes that NEV drivers must initiate the parking session via the designated app or terminal upon arrival to qualify for fee waivers. Failure to do so resulting in a payment notice will void the incentive, requiring settlement at standard commercial rates.
Non-stackable perks: In areas where multiple parking incentives exist, complimentary charging-time parking generally cannot be combined with standard grace periods. In Zengcheng, Guangzhou, the 1-hour free parking for dedicated charging bays cannot be stacked on top of the standard 30-minute free parking window.
Time-window limits: Fixed-duration fee waivers are typically limited to the first parking session within a 24-hour cycle; continuous parking over 24 hours will only qualify for a single waiver. Motorists leaving vehicles overnight or across multiple days should note the applicable tariff transitions.
