Policy Reissuance (or Duplicate Policy Issuance) refers to the formal process whereby a policyholder applies to their motor insurer to reprint and reissue a legally valid insurance document if the physical policy schedule or insurance certificate/sticker (such as vehicle roadworthiness or compulsory insurance decals) has been lost, defaced, or damaged during the period of cover. With the rapid evolution of fintech and digital motor insurance initiatives, traditional paper policy reissuance has largely transitioned towards electronic policy (e-policy) downloads and online retrieval.

Triggers and Eligible Applicants for Policy Reissuance

During routine vehicle ownership management and periodic roadworthiness inspections, the need to reissue physical or digital insurance documents is typically triggered by the following circumstances: 

Common Scenarios:

The vehicle owner misplaces the original physical policy schedule, official receipt, or mandatory insurance sticker/certificate. 

The physical policy document is water-damaged, torn, or has become completely illegible over time.

The vehicle owner is unable to produce valid proof of insurance during periodic vehicle inspections or routine traffic police enforcement checks.

Eligible Applicants: 

Applications for policy reissuance must generally be made by the policyholder in person. If an authorised representative handles the process on their behalf, they must present a signed letter of authorisation along with valid identification documents of both parties to safeguard the insured's personal data and contractual rights.

Traditional vs Modern Channels for Policy Reissuance

Depending on regional digital infrastructure, policy reissuance methods generally fall into two categories: online digital retrieval and offline branch counter services:

Instant Generation and Download of E-Policies (Mainstream Approach):

In jurisdictions where digital motor insurance policies (e-policies) are fully adopted, insurers no longer mandate physical paper documents. If vehicle owners need to replace a lost copy, they simply log into the insurer's official mobile app or customer portal. Once identity verification is complete, they can view, download, and print the e-policy and digital certificate anytime free of charge. 

Over-the-Counter Branch Re-issuance (Traditional Method): 

In specific instances requiring physical documentation or in markets without complete digitalisation, the policyholder must present their identity card and vehicle registration document at the insurer's branch customer service counter. Once counter personnel verify on the system that the policy remains active and has not been cancelled or endorsed, a replacement physical policy will be reprinted on-site and endorsed with the company's official stamp.

Fees and Key Considerations for Policy Reissuance

When applying for policy reissuance, vehicle owners and insurers should note the following operational guidelines: 

Fee Structure and Compliance: 

Licensed insurance providers generally do not levy any material or administrative handling fees for legitimate policy reissuance requests. Whether downloading an e-copy online or having it printed over the counter, the service is treated as standard after-sales support. 

Policy Status and Validity Verification:

A reissued policy schedule or digital certificate serves strictly as a certified duplicate of the original contract; its period of cover, scope of coverage, policy number, and contractual terms remain completely identical to the original. Before reissuance, the insurer's system automatically verifies that the policy is currently active and valid. If the policy has lapsed or has been cancelled, reissuance is not permitted, and the vehicle owner must proceed with a policy renewal instead.
