L4 (High Driving Automation)

2026-10-28 19:20:00

Level 4 (High Driving Automation) marks a defining milestone in the transition of autonomous driving from human-machine co-piloting to fully automated driving. At this level, under specific operational conditions (such as geofenced zones or defined routes), the vehicle can independently complete all driving tasks, meaning the driver (or passenger) is not required to intervene or even monitor the road while the system is engaged.

🎯 Core Definition: Fully "Driverless" under Specific Conditions

The primary characteristics of Level 4 autonomous driving include:

  • Full driving responsibility assumed by the system: Within its defined Operational Design Domain (ODD), the vehicle autonomously executes all dynamic driving tasks and handles all operational anomalies along the way.

  • Human takeover is no longer a prerequisite: Unlike Level 3, a Level 4 system does not rely on a human driver as a fallback. When faced with edge cases beyond its operational capabilities, the system autonomously executes a minimal risk manoeuvre (such as pulling over safely to the roadside) without requiring any occupant intervention.

  • Restricted operational scope: This is the fundamental distinction between Level 4 and full Level 5 automation. Level 4 systems remain bounded by operational constraints, such as operating strictly within designated zones of specific cities, dedicated road corridors, or under favourable weather conditions.

🏙️ Industry Deployment: From Testing to Commercialisation

Level 4 technology is currently navigating a crucial transition window, moving from testing and validation into commercial deployment at scale. Key use cases and milestones include:

1. Passenger Mobility: Robotaxis Lead the Charge
Robotaxis (driverless taxis) represent the flagship application of Level 4 technology in the passenger vehicle segment. Taking Baidu's Apollo Go as an example, its Level 4 fully driverless commercial ride-hailing service is already operating across more than 20 cities globally, surpassing 20 million completed orders. Concurrently, industry leaders such as Pony.ai have already achieved per-vehicle operational break-even across their Robotaxi fleets.

2. Goods Transport: Low-Speed Commercial Vehicles Pave the Way
In confined or semi-closed environments such as ports, mining hubs, and industrial parks, Level 4 autonomous logistics vehicles and unmanned sanitation sweepers have taken the lead in achieving commercial viability in specific operational areas. With relatively controlled traffic environments, these sectors have become the earliest to achieve a viable commercial closed loop for Level 4 technology.

3. Accelerated Industry Momentum
Frontrunners across the industry are aggressively ramping up their Level 4 roadmaps. Heading towards 2026, leading automakers and technology suppliers, including XPENG, Huawei, and Changan, have engaged in active discussions regarding mass-production timelines and technical architectures. Computing power giants such as NVIDIA are likewise planning to roll out Level 4 driverless mobility pilot programmes between 2027 and 2028.
