Average Speed Enforcement

2026-10-21 23:40:00

Average speed enforcement refers to an intelligent traffic enforcement system that deploys two or more fixed speed detection points (a start point and an end point) along a specific road stretch. By utilising an automated recognition system to record the exact timestamps when a vehicle enters and exits the zone, it calculates the vehicle's average travel speed based on the predetermined road distance to determine if it has exceeded the statutory speed limit. Unlike single-point speed traps that measure instantaneous speed, average speed cameras effectively eliminate the habit of drivers slamming on the brakes when spotting a camera and speeding up immediately after passing it, providing a far more scientific and reliable deterrent for regulating long-distance travel speeds.

Speeding Assessment Criteria:

If the calculated average speed exceeds the gazetted maximum speed limit for the designated zone, the system will flag the vehicle for committing a speeding offence within the section.

Even if the vehicle passes the entry or exit points within the legal speed limit, it will still be caught and penalised if prolonged excessive speeding along the mid-section pushes its overall average speed over the limit.

Standard System Architecture and End-to-End Monitoring

In operational deployment, a fully integrated average speed enforcement system requires high-precision time synchronisation and secure data transmission:

Entry and Exit Capture Terminals:

Both ends of the enforcement stretch are equipped with high-definition smart ANPR (Automated Number Plate Recognition) cameras, time-synced via BeiDou/GPS satellites to keep time discrepancies strictly within milliseconds.

Data Processing and Backend Cross-Matching:

Vehicle registration numbers and entry timestamps captured at the start point are transmitted in real time to the central management platform via an encrypted dedicated network. When the same vehicle passes the exit point, the system instantly cross-references the initial log to compute the elapsed time and average vehicle speed.

Validity and Anomaly Filtering Mechanism:

The system features vehicle profile matching and anomaly filtering capabilities. If a driver takes an extended stop at a rest and service area (R&R), gets delayed by a traffic accident, or if the case involves cloned number plates, the backend routes the log for manual review to ensure fair, foolproof, and accurate enforcement.

Enforcement Features and Driver Compliance Guidelines

When motoring through an average speed enforcement zone, drivers should take note of the following statutory requirements and best practices:

Clear Signage and Advance Notice:

Traffic enforcement authorities are legally required to erect prominent speed camera warning signs ahead of the entry and exit points (clearly displaying the start and end of the average speed zone as well as the gazetted speed limit) to ensure motorists are properly informed.

Avoid "Speeding and Hard Braking" or Taking Chances:

Many drivers mistakenly believe they can evade a summons simply by slowing down just before the final camera gantry. However, average speed enforcement evaluates the pace of the entire journey. If you drive aggressively over the limit in the first half of the zone, even hard braking before the exit will not bring your overall average speed down to legal levels. The proper driving approach is to maintain a steady, uniform cruising speed, keeping strictly within the posted legal speed limits at all times.
